Patch 1.30, free update #2
Patch 1.30 is the official English text update. Steam, Switch, Switch 2, and PS5 are in the Japanese note. The Windows build was delayed; the Japanese notice’s October 27, 13:00 update says it was then available. This is a notice timestamp, not a confirmed minute of release.

Other additions in free update #2
The Steam announcement and Japanese DLC page also list a protagonist birthday-setting event, the Seeder and ten plumbing furniture items. The birthday event requires Year 2 and at least one day after completing the main scenario in Shade mode, or after Nago moves in in Sunshine mode. Villagers at affection 3+ offer birthday wishes.
The Seeder requires the crossroads hokora to be restored to stage three or higher. Plumbing furniture requires the Fox Hunting Permit. These are official unlock conditions; story sections and thunderstorms may delay events. The announcement also lists building flips, an eight-character name limit, easier Green Dye acquisition and an increased item-handover range.

What to do after you update
On Steam, set Properties → Language, then start a new save if the old one was Japanese. The post says an unsupported language falls back to Japanese.
Console versions in the West shipped the same day with those languages already in the build.

No. It is a publisher update.

No full-audio language is checked on Steam.
Why was PC late on the same day?
The Japanese note says the Windows patch was delayed and available by its 13:00 update.
Did 1.30 change gifts or crops?
A full balance list was not in the sources copied here. Do not assume prices froze at 1.20.
